Why cant you get current short sales data? What are these companies hiding?

Should it be a law that short sales data be mandatorily released to the public on a momentary basis along with all other stock exchange data? Yahoo's data is a month or more old in some cases. In CA, when a person forecloses on there home or short sales it- will they be liable for the negative equity?

If someone forecloses there homes or short sales there home, will they or can they be responsible for the negative equity or the negative loss the banks took on the home?
